Notice the printing on the slide mount. This slide was mass produced to be sold as a tourist souvenir. While it is common for tourists to snap images of famous landmarks of places visited, it is also common to purchase images professionally produced in various different formats (postcards, slides, books, etc.). Slide film was a popular format from the 1940s through the 1960s and 1970s. This slide of the State House in Annapolis, MD was likely purchased to supplement images taken while on vacation. There are several slides of Annapolis landmarks in the collection of slides that accompany this slide.
